The freedom of speech or expression of one person can cause harm to another, so some restrictions need to be placed on how and to what extent a person can be allowed free expression. A strong moral case can be made for regulating the content of the Internet, but there is also a strong case that such regulation cannot be very effective and comes at a price in Internet performance.
